Monsoon Session of Parliament Begins: Key Bills, Major Debates, and Opposition Demands

The Monsoon Session of Parliament starts on Monday, July 21, and will continue until August 21, 2025. The session will run for 32 days with 18 sittings planned. The government will introduce 8 new bills and take up 7 pending ones.

Opposition Targets PM Modi

The Opposition, led by Congress, plans to raise several hot-button issues. These include:

  • Operation Sindoor
  • The India-Pakistan ceasefire
  • Donald Trump’s ceasefire claims
  • Errors in the Bihar voter list

At an all-party meeting on Sunday, Congress MP Gaurav Gogoi said the Prime Minister must respond. He called it a moral duty.

Government Says It’s Ready

Parliamentary Affairs Minister Kiren Rijiju said the government is open to debate. He urged all parties to help run the House smoothly. Rijiju also confirmed that the government will reply to Trump’s remarks on Operation Sindoor.

There will be no sessions on August 13 and 14 due to Independence Day celebrations.

Prime Minister Narendra Modi will speak to the media before the House opens.

New Bills to Be Introduced

The central government will bring 8 new bills this session. These include:

  • Manipur GST Amendment Bill 2025
  • New Income Tax Bill
  • National Sports Governance Bill

On the first day of the Monsoon Session, the government will present the parliamentary report on the new Income Tax Bill in Lok Sabha.

This 622-page bill will replace the 1961 Income Tax Act. The committee gave 285 suggestions for changes.

Pending Bills Awaiting Clearance

Two major bills, already passed in Lok Sabha, are waiting in Rajya Sabha:

  1. Carriage of Goods by Sea Bill, 2024
    • Replaces the 1925 law
    • Updates shipping rules
    • Keeps core provisions
  2. Bills of Lading Bill, 2024
    • Replaces the 1856 Act
    • Modernizes shipping documents
    • Retains most clauses

Both bills aim to bring India’s maritime laws up to date.

Expect Heated Debates

The Opposition will press the Prime Minister for answers on foreign policy and internal affairs.

The government will highlight its legislative agenda and defend its stance on all major topics.
